The pace bowler has taken over 300 dismissals in 71 appearances with an stellar bowling average.
Australia's chair of selectors Bailey has confirmed that pace spearhead Cummins will play a "major part" in the upcoming Ashes series.
Speculation had been growing that Cummins might sit out due to a stress fracture in his back that remained unresolved.
Earlier indications from team management suggested no official announcement had been made regarding his involvement, with the Test matches set to start on the 21st of November in the WACA.
He revealed that his recovery is on track and was "optimistic" about the likelihood of being involved.
"We know that the window is narrowing and multiple considerations at play, not just his injury, but further aspects," Bailey remarked.
"We're encouraged. We firmly believe that he's going to play a key capacity. Ideally it's the first Test. Otherwise, we'll reassess."
Injury History
He was sidelined Australia's limited-overs series against both Asian and Trans-Tasman rivals last month after examinations confirmed a lumbar bone stress.
He has a history of back injuries, with recurrences in 2012-13, 2013-14 and 2015-16 leading to absences from multiple domestic campaigns in four years.
Cummins stated he would be ""aggressive" and "take risks" in his rehabilitation process to secure his spot for the series.
The selector indicated that he did not know if he had started his bowling workouts as part of his comeback but acknowledged it was "pressing" for him to recover fully for the opener.
Contingency Plans
If he's unavailable, former captain Steve Smith will lead the side.
The talented all-rounder was withdrawn recently from the national team for their one-day international series against the subcontinent side as a preventive step because of discomfort in his torso.
The selector characterized it as a "slight concern and confirmed that he's scheduled to appear in the state-level matches, so will be "in a good place to be ready to bowl."
"Extensive planning has gone into creating the schedule for him to participate for the opening match as an batting and bowling option," Bailey explained.
"He was only going to play the starting games in any case. His aggressive style the willow in shorter formats, should it hinder progress for 24 more hours, we opted to take a cautious route."
