UK Local Authorities Intend to Dispose of Social Clubs and Leisure Facilities to Manage Finances

Based on a latest survey of municipal councils, English councils are preparing to offload community centers, athletic facilities, and shopping arcades as they bet on a fire sale of assets to balance the books.

Increasing Financial Pressures Prompt Asset Sales

The Key Cities Group representing second-tier cities in England stated that 60% of councils are planning to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have in the past faced criticism for selling public land and land to support their finances, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a significant number of councils attempting to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the majority (60%) of local leaders said they would prioritise service redesigns and utilising savings to manage increasing fiscal pressures.”

Specific Cases of Proposed Sales

One local authority in southeast England said its property management strategy featured the sale of a retail complex in a local town and a social club in Rochester to raise £20m over five years.

  • Gillingham golf club and business parks held in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Local Levy Increases and Broader Fiscal Strains

This research of local authorities in the coalition, which covers several urban centers, further found that more than 70% of councils will need to increase local levies next April to address the rising cost of core provisions, increased rates of homelessness, and a longstanding housing shortage.

The authority explained it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these take time to deliver both better provisions and cost efficiency,” stated a council leader.

He continued: “We face demographic pressures which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

Research of regional authorities this week also found council budgets being stretched by the increasing figures of young people and older individuals requiring Send support.

A network of councils said that local shortfalls will reach £4.4bn a year by the end of the decade, as they grapple to manage rising needs.

Ministers have put off planned reforms to the special educational needs framework until the coming year after a policy document setting out those changes was recently delayed.

Disadvantage and Funding Gaps

Based on the latest deprivation measures (IMD) for UK local authorities, many key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“While only one key city is in the top 10 for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of England. The data highlights the extent of difficulties facing municipal officials across key cities in the coming year,” the analysis added.

“Council officials have been explicit about the need for a fair and sustainable funding system that accounts for and responds to the actual extent of deprivation and demand,” stated Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their residents.”

One in five of councils have reduced or weakened care services in the last year, the survey found.
